BREAKER CALLING TRUCKER TO HALT AMERICA
THE AMERICAN PEOPLE ARE SIK AND TIRE OF THE CORRUPTION THAT IS DESTROYIG AMERICA. WE THEREFORE DECLARE A GENERAL STRIKE ON THE WEEKEND OF OCTUBER 11-13/ 2013 TRUCK WILL NOT HAULD. "TRUK RIDER FOR CONSTITUTION"
Truckers Plan to ‘Arrest’ Congressmen, Clog D.C. Beltway Friday
Tractor-trailer drivers will intentionally clog the inner loop of the Washington, D.C., beltway beginning on the morning of Oct. 11, according to a coordinator of the upcoming “Truckers Ride for the Constitution” rally. Organizers of the three-day ride want to call attention to a litany of trucker frustrations and express their disapproval of national political leaders.
Earl Conlon, a Georgia trucker who is handling logistics for the protest, told U.S. News tractor-trailer drivers will circle the beltway “three lanes deep” as he rides with other participants to Congress to seek the arrest of congressmen for allegedly disregarding the Constitution. The truckers circling I-495 will keep the left lane open for emergency vehicles, Conlon said, but “everybody that doesn’t have a supporter sticker on their window, good luck: Nobody in, nobody out.” The trucks will be going the 55 mile-per-hour speed limit.
D.C. commuters who wish to be allowed past the convoy must have “T2SDA” – an acronym for the event’s original name, “Truckers to Shut Down America” – written on their vehicle, he said. “It’s going to be real fun for anyone who is not a supporter,” Conlon said, “[and] if cops decide to give us a hard time, we’re going to lock the brakes up, we’re going to stop right there, we’re going to be a three lane roadblock.”

Beltway, Arrest Congressmen. Police must detain 'accessories' to 'treason' or truckers will, organizer says. By STEVEN NELSON
Truck drivers slow down traffic on the highway A1 on Oct. 18, 2010, near Lille, France. American truckers plan a similar protest beginning Friday, according to organizers.
Tractor-trailer drivers will intentionally clog the inner loop of the Washington, D.C., beltway beginning on the morning of Oct. 11, according to a coordinator of the upcoming "Truckers Ride for the Constitution" rally.
Organizers of the three-day ride want to call attention to a litany of trucker frustrations and express their disapproval of national political leaders.

[EARLIER: Truckers Say Their D.C. Shutdown Is Full-Speed Ahead]
The truckers circling I-495 will keep the left lane open for emergency vehicles, Conlon said, but "everybody that doesn't have a supporter sticker on their window, good luck: Nobody in, nobody out." The trucks will be going the 55 mile-per-hour speed limit.
D.C. commuters who wish to be allowed past the convoy must have "T2SDA" – an acronym for the event's original name, "Truckers to Shut Down America" – written on their vehicle, he said.
"It's going to be real fun for anyone who is not a supporter," Conlon said, "[and] if cops decide to give us a hard time, we're going to lock the brakes up, we're going to stop right there, we're going to be a three lane roadblock."
Zeeda Andrews, a former country music singer helping promote the protest, said last week participants would present demands to congressmen – including the impeachment of President Barack Obama – and give the congressmen an opportunity to agree to the demands in exchange for canceling the ride.
[GALLERY: Country Crippled by Government Shutdown]
But Conlon says that's not quite right.
"We are not going to ask for impeachment," Conlon said. "We are coming whether they like it or not. We're not asking for impeachment, we're asking for the arrest of everyone in government who has violated their oath of office."
Conlon cited the idea of a citizens grand jury – meaning a pool of jurors convened without court approval – as the mechanism for indicting the officials.
"We want these people arrested, and we're coming in with the grand jury to do it," he said. "We are going to ask the law enforcement to uphold their constitutional oath and make these arrests. If they refuse to do it, by the power of the people of the United States and the people's grand jury, they don't want to do it, we will. ... We the people will find a way."
[RELATED: In D.C., You Can Parade Without Paperwork]
It's almost certain that anyone attempting to "arrest" a member of Congress would be arrested themselves for attempted kidnapping.
Conlon and Andrews say Obama committed "treason" by allegedly funneling weapons to al-Qaida-linked rebels in Syria. Members of Congress who support arming Syrian rebels, Conlon said, are accessories to the alleged crime. He identified House Minority Leader Nancy Pelosi, D-Calif., and Sen. Dianne Feinstein, D-Calif., as politicians he will seek to arrest for alleged acts against the Constitution.
Andrews said last week 3,000 truckers had RSVP-ed to the event, and Conlon says he's now lost count of the number. He says he's receiving around 100 emails a day from prospective participants.
"What we want to do is go in nice and peaceful and keep it as peaceful as possible... but if they decide to get ugly with us we're going to do what we have to do," he said. "If all I get is one or two congressmen walked out of there in handcuffs, that will be a shot across the bow that will ripple across all branches of government. ... I hope they are all civil enough and brave enough to step out onto the congressional steps."
GATRIA: 5 black men stabbed and kill a white soldier. Where are Eric Holder, Jessy Jasson , Al Sharpton and President
Obama??? By Jonathan Kaminsky (Reuters) - Police in western Washington state were looking for five black suspects in the stabbing death of a white U.S. Army soldier in what authorities said on Sunday may have been a racially motivated killing.
"We are exploring the possibility that this could be a hate crime or racially motivated," said Lakewood Police Department spokesman Lieutenant Chris Lawler. "We won't know exactly what the motive is until we interview the suspects."
The victim, identified by the Pierce County Medical Examiner's Office as Tevin Geike, 20, was walking with two fellow soldiers early Saturday morning in the Tacoma suburb of Lakewood when a car drove past them and its occupants yelled "something about being white," according to witness statements summarized in a Lakewood Police Department news release.
One of the soldiers - all of whom were white and stationed at the nearby Joint Base Lewis-McChord - expressed displeasure about those in the car "treating combat soldiers with disrespect," the police statement said.
The car turned around and came to a stop and five black men in their mid-20s emerged from it. After a verbal confrontation, the driver of the car called his friends off upon learning that the soldiers were in fact combat veterans, the police statement said.
As the suspects were returning to the car, one of them "appeared to bump into the victim," and he fell to the ground as the car sped away, the report said.
Geike's friends then realized that he'd been stabbed and was bleeding profusely, the statement said. Emergency medical workers came and treated him, but he was pronounced dead at the scene from multiple stab wounds.
Geike was from Summerville, South Carolina, and held the rank of specialist, a base spokesman said. He entered the Army in 2010 and arrived at Joint Base Lewis-McChord in 2011 after training to be an aviation operations specialist. (Editing by Jane Sutton and Mohammad Zargham)
Government Uses Shutdown to Close Private Business
By Onan Coca / The Pisgah Inn, a private hotel, restaurant and store located on the Blue Ridge Parkway, has become a symbol of government ineptitude during the shutdown. The Pisgah Inn sits on leased federal land, and as such was ordered to be shut down this week by the National Parks Service. However, the Blue Ridge Parkway would remain open, meaning that traffic would continue to flow right past the Inn, even though the Inn would be shuttered.
The owner and managers of the Inn decided Friday morning that they would defy the government’s request to close, and that they would open their store and restaurant to guests. It only took about two hours for the federal government to notice what was going on and send in their NPS goons (Park Rangers). The Park Rangers parked their vehicles in the entrance of the Pisgah Inn, not allowing any vehicles to enter the parking lot. After a short while, the Inn owner and general manager decided to close up shop. The Park Rangers were told to remain in position for as long as needed.
The insanity of their position reveals itself in multiple ways. First, the government is actually spending more money and resources to ensure that the Pisgah Inn stays closed, than they were allowing it to stay open. By sending park rangers with their vehicles to make sure no one enjoys the Pisgah Inn, which is a private business, they are defeating the purpose of the shutdown. Secondly, the Pisgah Inn is a private business, which means that the shutdown will hurt them more than the federal workers that politicians always claim get hurt by these shutdowns. See, when the shutdown ends, everyone who was furloughed will very likely get back pay. However, at the Pisgah Inn… no worker will ever see back pay. Third, the Blue Ridge Parkway is remaining open, which means it hurts no one to allow the Pisgah Inn to remain open. The federal government doesn’t have to monitor what is happening at the Inn; they don’t have to pay to keep the land up, they don’t need to send janitors to clean the bathrooms, or even rangers to monitor the entrance. The Pisgah Inn runs itself.
Why would the government do this? Why would the NPS decide the Pisgah Inn needs to be closed?
One simple reason. Our leaders in the White House and at the NPS are petulant, vindictive people. They don’t like that Republicans are asking for negotiations over the budget, debt ceiling and Obamacare – so they want to make life as hard for everyone else as possible. This is what we’ve come to. America has elected leaders who are juvenile and rancorous, and now we are dealing with the repercussions from that.
Sadly, even the national attention on the issue is not causing the White House to back down. We know that these closings are an orchestrated event being led by people in the highest positions of government. How do we know that? These ridiculous closings are happening all over the country – in different regions managed by different branches of the NPS. In Florida, the NPS tried to close the ocean. In Washington, D.C. they closed open-air memorials that are basically connected to sidewalks. They closed a private park that receives no government funding or personnel and had remained open through 17 other shutdowns over the last 40 years.
I think the closing quote to the above video is the best way to end this story. “…It makes no sense. It’s just government trying to make it (the shutdown) as painful as possible.” Exactly.

A QUIEN EXPIDEN VISA

RICARDO SAMITIER: Harry Reid's Shutdown: Day 7
Patriots,
Here we are on Day 7 of Harry Reid's shutdown and there's still no sign of compromise coming from the Senate or the White House.
The media, the ruling elite, the Senate, and the President are doing all they can to blame this mess on us, but all we wanted was them to think twice about forcing a law that isn't ready on the American people. All we wanted was the American people to be treated equally under the law as the ones who forced this on us. And now all they can say is that we are anarchists, arsonists, holding the economy hostage, holding a gun to the heads of the American people.
It's time for this nonsense to stop. The President a few years ago called for a new age of civility. These statements made by the President, Harry Reid, and Nancy Pelosi fall far from that cry for civility and they should be ashamed of themselves.
A year ago you were fed a narrative that the Tea Party was inconsequential. Today, we are so powerful that according to the President and the Democrats in Washington, we have shutdown the federal government. Which one is it?
The truth is, the power of the Tea Party comes from everyday voices like you. This is the epitome of how our system of government was supposed to work. The vast majority of power was to be held by the people. Today, you have proven time and time again your willingness to exercise that power. Every phone call you make to an elected official, every email you send, every Tweet or Facebook post that involves you expressing your concerns with our government, that is what gives the Tea Party power. It is because of YOU!
Today, we need to exert some more of that power. The Democrats seem content on letting the government remain closed all because they are unwilling to compromise on Obamacare, a law that the American people have never wanted.
Call, Tweet, and post messages on the Facebook of these Democrats below and tell them to stop playing games. It's time for them to listen to the American people and defund Obamacare.

Any faith in government totally misplaced. By Sun Journal (Lewiston, ME)
It was Obamacare activation and government "shutdown" week in Washington, where the consequences of misplaced faith in government are everywhere. Still, "true believers" remain faithful that Obamacare will be the exception to government's past failures in achieving big goals.
There are examples galore of government's inability to do things well and at reasonable cost, but that doesn't deter those who continue to believe government can solve every problem.
The U.S. Postal Service wants to raise the cost of a first-class stamp from 46 cents to 49 cents in order to cover a "precarious financial condition." That will only encourage more people to stop sending mail, all but guaranteeing another rate increase down the road.
The White House announced a $300 million aid package for Detroit, a city in which Democratic rule, high taxes, out-of-control spending and years of corruption precipitated its financial collapse. Half of the money will go toward eliminating blight. The real blight is the Democratic Party that ruled and then ruined Detroit.
The Federal Housing Authority announced Friday it is taking $1.7 billion in borrowed money from the U.S. Treasury to cover projected losses in reverse mortgage programs. It can do so without congressional authorization. Actors peddle reverse mortgages on TV all the time and we're told they are "guaranteed" by the government. What could possibly go wrong?
The Heritage Foundation has compiled a long list of government programs that have failed to live up to their advertised goals. In addition to the Great Society monstrosities that have undermined the American family by subsidizing out-of-wedlock births and welfare dependency, some others include:
-- Head Start. According to the Head Start Impact Study, in virtually every category, the program for pre-school children has failed to achieve its stated goals. The study found "that the benefits of participating in Head Start almost completely disappear by first grade." Read about it here (http://www.heritage.org/ research/reports/2010/01/head-start-earns-an-f-n...).
-- Food Stamps. This is one of 80 welfare programs going to one- third of Americans that will cost an estimated $12.7 trillion over the next decade without substantial reforms.
-- Social Security. This is the "untouchable" entitlement, which needs reform as much, or more, than any other federal program. Women, especially, get a raw deal with Social Security. Again, as The Heritage Foundation has noted, "Among retired workers, women received $300 less than men in Social Security benefits in 2010, collecting only $1,023 in monthly benefits on average. Women are more likely than men to lack all of the necessary 35 years of payroll tax contributions to qualify for full benefits, as many take time off from the work force to care for children and elderly parents. And those who don't have a full work history are even worse off. Many seniors receive benefits below the federal poverty level."
Add to this the annual ritual of federal agencies spending millions of "leftover" dollars before the end of the fiscal year September 30 -- $562,000 on "artwork" by the Department of Veterans Affairs, $178,000 by the Coast Guard on "cubicle furniture rehab," according to The Washington Post -- and you understand why so many are cynical about government's track record of achievement and cost containment.
Space does not allow a full accounting of all federal agencies and programs that should be eliminated or reformed. And yet their budgets are auto-renewed each year, many programs even receiving an increase in the amount of taxpayer money they are allowed to waste. There is no congressional requirement that these agencies and programs prove themselves worthy of our money and, once spawned, government programs are virtually impossible to kill.
Given so much evidence of government's inability to make our lives better, what makes anyone think it will suddenly become competent running Obamacare? Only individuals, not government, can improve their lives by making right choices. Too often, government adds to our burdens with additional debt. It's the one job government does well.
Parker: Tea Party is the solution, not the problem. By Star Parker
Let’s get clear about the political realities behind the budget impasse in Washington and the government shutdown.
Nothing captures the distortions being perpetrated more than the headline of a Washington Post column by columnist Anne Applebaum. “The GOP undermines democracy,” it reads.
And, according to President Obama, a “faction” of Republicans (read: Tea Party) is holding the nation hostage to their “ideological demands.”
After all, isn’t it true that the health care law is the law of the land? Isn’t it also true that it passed constitutional muster before the U.S. Supreme Court?
And isn’t it also true that we have a president who champions this health care law who has been elected twice? All true.
But it is also true that the brilliant architects of the U.S. Constitution provided many checks and balances and a multitude of channels through which the will of the people may, at all times, be expressed.
The move by the Republican-controlled House to pass a bill to authorize spending for the federal government, but to not include authorization for spending for the health care bill, is totally legitimate, appropriate and constitutional.
The Constitution vests the power of the purse in Congress. Here is what James Madison, who drafted the American constitution, had to say: “The power of the purse may, in fact, be regarded as the most complete and effective weapon with which any constitution can arm the immediate representatives of the people, for obtaining redress of every grievance, and for carrying into effect every just and salutary measure.”
The fantastic news is the system is working!
And, ironically, those like Washington Post columnist Applebaum tell us that Republicans, who are boldly exercising their responsibilities and authority under the Constitution, are undermining democracy.
And, ironically, our president refuses to sit down and negotiate with Republicans who are constitutionally representing popular sentiment and then says they are the “ideologues.”
The latest RealClearPolitics.com average of polls on the health care bill shows 51.4 percent oppose the bill and 39.4 percent favor it.
This average of polls on the health care bill shows that not once has public sentiment been on balance for the health care law since it was enacted.
Days before Obama signed it into law, in March 2010, 49.3 percent were opposed and 40.1 percent favored the bill.
Against prevailing public sentiment, Congress passed the law without a single Republican vote, using parliamentary gymnastics that few can even explain today.
And yet Republicans are being accused of hijacking the system!
According to University of Dallas economist Michael Cosgrove, in 1979, 20 percent of American households received more government transfer payments than they paid in taxes. By 2009, this was up to 60 percent.
With all the crocodile tears about inconvenience that this shutdown may cause some nonessential government workers, the real tears should be for the massive loss of jobs due to a barely recovering economy larded down with government regulation, spending, debt and a welfare state culture.
Stanford economist Edward Lazear reports in the Wall Street Journal that only 58.5 percent of our working-age population is employed today, compared to more than 63 percent prior to the recession.
Last June, Lazear wrote that “at the present slow rate of job growth, it will take more than a decade to get back to full employment defined by pre-recession standards.”
A new Gallup polls shows 60 percent of Americans saying the federal government has too much power, the highest percentage ever recorded by Gallup.
Obama is intentionally playing to the cracks in the Republican Party. He knows Republican leadership is weak-kneed.
Our main worry should be that Republican leaders will cave in. The country is lost. We need principled and courageous leadership now. The Tea Party is the solution, not the problem.
Justice Scalia: 'It's a Nasty Time' in Nation's Capital
Conservative Supreme Court Justice Antonin Scalia says it's getting "nasty" in the nation's capital because Democrats and Republicans don't socialize with each other anymore — much less legislate together.
"It’s a nasty time," Scalia said in a wide-ranging interview with New York magazine's Jennifer Senior.
"When I was first in Washington and even in my early years on this court, I used to go to a lot of dinner parties at which there were people from both sides. Democrats, Republicans . . . It doesn’t happen anymore.”
Editor's Note: ObamaCare Is About to Strike Are You Prepared?
Asked when he last attended an event with plenty of people from both sides of the aisle, Scalia said, "Geez, I can’t even remember. It’s been a long time."
Scalia observed that it's different on the Supreme Court, where justices of all political stripes get along with one other. For example, he's developed a close friendship with liberal Justice Ruth Bader Ginsburg.
Scalia also revealed that he and his wife don't read The Washington Post anymore, saying they canceled their subscription to the "slanted" publication.
"It just ... went too far for me. I couldn't handle it anymore, he said."
"It was the treatment of almost any conservative issue. It was slanted and often nasty. And you know, why should I get upset every morning?"
"I don’t think I’m the only one," Scalia continued. "I think they lost subscriptions partly because they became so shrilly, shrilly liberal."
He said he reads the conservative Wall Street Journal and the conservative Washington Times. The liberal Washington Post is out, he said, because it has turned "slanted and nasty" in his view, which is why he thinks it's losing circulation.
"I think they lost subscriptions partly because they became so shrilly liberal," he said.
Scalia admitted that he gets a good dose of his news the old-fashioned way — from the radio, usually while driving to the court in the mornings. He even listens now and then to National Public Radio, but said he prefers talk radio.
“You know who my favorite is?” he said. “My good friend Bill Bennett. He’s off the air by the time I’m driving in, but I listen to him sometimes when I’m shaving. He has a wonderful talk show. It’s very thoughtful. He has good callers. I think they keep off stupid people."

Urgent: Should Obamacare Be Repealed? Vote Here Now!
Obamacare premiums shock consumers
By Charlotte Observer (NC)
Across North Carolina, thousands of people have been shocked in recent weeks to find out their health insurance plans will be canceled at the end of the year -- and premiums for comparable coverage could increase sharply.
One of them is George Schwab of Charlotte, who pays $228 a month for his family's $10,000 deductible plan from Blue Cross and Blue Shield of North Carolina.
In a Sept. 23 letter, Blue Cross notified him that his current plan doesn't meet benefit requirements outlined in the Affordable Care Act and suggested a comparable plan for $1,208 a month -- $980 more than he now pays.
"I'm 62 and retired," Schwab said. "This creates a tremendous financial burden for our family.
"The President told the American people numerous times that... 'If you like your coverage, you can keep it,'" Schwab said. "How can we keep it if it has been eliminated? How can we keep it if the premium has been increased 430 percent in one year?"
Schwab and others who purchase insurance individually, and not through employer-sponsored group plans, are finding that the Affordable Care Act may be unaffordable for their families.
The new law, which rolled out to consumers this week with the opening of the online insurance marketplace, requires most Americans to buy insurance or pay a fine. It also sets minimum standards for health benefits and prohibits insurers from excluding or charging higher premiums for people who have pre-existing medical conditions.
"There's good and bad in the law," said Chris Blount, a Blue Cross agent wth Piedmont Benefits Group in Charlotte. "I think it's bad that we can't have as many choices as we've had before. But it's not like you're having to pay more and getting less. You're having to pay more, and you're getting more."
Under the new law, all insurance plans must cover 10 "essential health benefits," including maternity care and pediatric dental and vision care. Plans must also provide certain preventive services, such as mammograms and colonoscopies for free.
Today, people who buy individual policies often choose plans without maternity coverage, for example, to reduce premiums. That choice is gone, too.
"Now maternity is loaded into everybody's plan," Blount said.
That means men will generally be paying more than they did before. But women, who can no longer be charged more just for being female, will probably pay less.
Using Blue Cross rates, Blount calculated two examples: The premium for a "middle of the road" plan for a 25-year-old healthy male will increase from $124 per month to $240. But the premium for a 25-year-old female will drop from $378 to $240 per month.
People like Schwab may face "huge increases ... because they're having to buy lower deductibles," Blount said. But they will benefit from having better coverage and lower out-of-pocket costs, he said.
But Blount agreed with Schwab that the president shouldn't have made promises he couldn't keep. Consumers are able to keep the insurance they have if their policies were written before, and not changed since, the law went into effect in March 2010.
"That's one thing that really bothers me about all of this," Blount said. "He didn't just say it once. He said it a lot."
Hit by big increases
Blue Cross spokesman Lew Borman said Friday that large premium increases will affect about one-third of the approximately 400,000 North Carolina customers who buy Blue Cross insurance in the individual market. Some of their policies were canceled because they didn't meet the new federal standards, he said.
The other two-thirds of individual customers have policies that are "grandfathered" and will have smaller premium increases similar to recent years.
Those who got notices about large increases should go to the insurance exchange and compare plans, Borman said. In North Carolina, Blue Cross and Coventry Health Care of the Carolinas are offering a total of 51 plans from the least expensive "bronze" model to the most expensive "platinum" plans.
"We have 26 plans on the exchange and an equal number or more off the exchange," Borman said. "They just need to take a look and do some research about what kind of plan is appropriate."
Adam Linker, a policy analyst at the North Carolina Health Access Coalition, said the Blue Cross letters are scaring people unnecessarily.
"What people need to do is ignore the price that's on those letters," Linker said. "That's just Blue Cross trying to guess at what may be a comparable plan.
"People just need to go shop for insurance in the marketplace and find plans that are probably more comprehensive than what they had and are much less expensive than Blue Cross is saying their new price would be."
Those who buy insurance through the exchange may also qualify for federal subsidies that can make the premiums more affordable, Linker said. The subsidies are tax credits that are available to individuals who make between $11,490 and $45,960 per year. Families of four who make between $23,550 and $94,200 can qualify for subsidies.
Steve Graybill, a senior benefits consultant in Mercer's Charlotte office, said the "new world of health care reform" is disrupting some people's lives more than others', depending on where they live. For example, in Massachusetts and New York, where state insurance requirements were similar to the new federal benefit requirements, changes in premiums are less drastic.
Another reason premiums are higher in North Carolina, Graybill said, is the lack of competition among health care providers. For example, Carolinas HealthCare System and Novant Health -- the two major providers in Charlotte -- have large networks of hospitals and doctors that cross state lines. They are able to use their size to leverage better reimbursement contracts with insurance companies.
"Ninety percent of the care (in North Carolina) is controlled by seven health care systems," Graybill said.
Sticker shock
Michael Hood, 46, who lives near Winston-Salem, is another of the Blue Cross customers who is suffering sticker shock after receiving a recent renewal letter.
He and his wife, who is expecting their third child, now pay $324 per month for a plan with a $10,000 family deductible. The comparable plan suggested by Blue Cross for next year would cost $895.27 per month with an $11,000 family deductible. Their annual payment would rise from $14,000 to $24,000.
Self-employed as part owner of a medical device distributorship, Hood said he and his wife "try to live a healthy lifestyle and keep our medical costs down." They chose the high-deductible plan to keep their premium low.
Hood said his income is about $85,000 a year, which would mean he might be able to qualify for a subsidy. He said he checked the online marketplace, which has been operating only sporadically this week, and didn't think it looked like his family would be eligible.
One of the pluses of any new plan is that it will cover maternity care, which his current plan doesn't. But "is that really worth paying $1,000 a month more for?"
"I'm angry that legislation has been passed that is forcing me to purchase something that otherwise I would not have to purchase," Hood said.
"The president told us Obamacare would make health insurance affordable and reduce costs. It is now impossible for our family to afford private health insurance."
Senate Democrats Plan Maneuver to Allow Obama to Raise Debt Ceiling
By Newsmax
Senate Democrats could introduce legislation as soon as today that gives President Barack Obama the authority to raise the debt ceiling unless two-thirds of Congress disapproves, according to a Senate Democratic aide.
An initial test vote on the proposal, described by the aide on condition of anonymity, could occur as soon as Oct. 11, just six days before federal borrowing authority is set to expire.
Democrats have been pressing for a one-year increase in the nation’s $16.7 trillion debt ceiling without any of the spending cuts of policy changes Republicans are demanding.
The method of giving Obama the authority to raise the debt ceiling barring a congressional disapproval was first proposed by Senate Minority Leader Mitch McConnell, a Kentucky Republican, in 2011 and became part of the Budget Control Act passed in August of that year.
Editor's Note: Video Exposes Dangers of Obamacare Law
The Senate Democratic aide said that strategy could make it easier to get Republican votes because no Republican would have to vote directly for a debt-ceiling increase. Senate Majority Leader Harry Reid, a Nevada Democrat, said last week in an interview with Bloomberg News that he would move a “clean” debt ceiling increase bill before Oct. 17, when the Treasury expects borrowing authority to lapse.
Meanwhile, the White House signaled on Monday that it would be open to a short-term hike in the nation's borrowing authority as the United States moved a step closer to its first-ever default and a partial government shutdown entered its second week.
Gene Sperling, a senior Obama economic adviser, was pressed on whether he would rule out a two- or three-week extension on increasing the nation's $16.7 trillion debt limit. Treasury Secretary Jack Lew has warned that on Oct. 17, he exhausts the bookkeeping maneuvers he has been using to keep borrowing.
"There's no question that the longer the debt limit is extended, the greater economic certainty there will be in our economy which would be better for jobs, growth and investment," Sperling told a breakfast sponsored by the newspaper Politico. "That said, it is the responsibility of Congress to decide how long and how often they want to vote on doing that."
Economists say a default could trigger a financial crisis and recession that would echo 2008 — or worse. The 2008 financial crisis plunged the country into the worst recession since the Great Depression of the 1930s.
Sperling reiterated President Barack Obama's vow not to negotiate on the debt because it would sanction the threat of default as a bargaining chip and increase the chance of default in the future.
A defiant House Speaker John Boehner has insisted that Obama must negotiate on changes to the 3-year-old health care law and spending cuts if he wants to end the shutdown and avert a default.
"We're not going to pass a clean debt limit increase," the Ohio Republican said in a television interview Sunday. "I told the president, there's no way we're going to pass one. The votes are not in the House to pass a clean debt limit, and the president is risking default by not having a conversation with us."
The uncompromising talk rattled financial markets early Monday as stocks slumped. China, which holds $1.277 trillion in U.S. Treasury bonds and stands as the United States' biggest foreign creditor, urged that all efforts are made to avoid a default.
Among congressional leaders, however, animosity marked the stalemate and resolution seemed elusive.
A statement from Reid accused Boehner of a credibility problem and called on him to allow a vote on a straightforward bill to re-open the government.
"There is now a consistent pattern of Speaker Boehner saying things that fly in the face of the facts or stand at odds with his past actions," said Adam Jentleson, a spokesman for Reid. "Americans across the country are suffering because Speaker Boehner refuses to come to grips with reality."
In response, Michael Steel, a spokesman for Boehner, said it was "time for Senate Democrats to stow their faux outrage and deal with the problems at hand. The federal government is shut down because Democrats refuse to negotiate, and the debt limit is right around the corner."
Urgent: Should GOP Stick to Its Guns on Obamacare? Vote Here.
Boehner said Sunday that he lacks the votes "to pass a clean CR," or continuing resolution, a reference to the temporary spending bill without conditions that would keep the government operating.
Lew has warned that the budget brinkmanship was "playing with fire" and implored Congress to pass legislation to re-open the government and increase the nation's debt limit.
The shutdown has pushed hundreds of thousands of workers off the job, closed national parks and museums and stopped an array of government services.
The one bright spot on Monday is a significant chunk of the furloughed federal workforce is headed back to work. Defense Secretary Chuck Hagel ordered nearly 350,000 back on the job, basing his decision on a Pentagon interpretation of a law called the Pay Our Military Act.
Those who remain at home or are working without paychecks are a step closer to getting back pay once the partial government shutdown ends. The Senate could act this week on the measure that passed the House unanimously on Saturday.
Democrats insist that Republicans could easily open the government if Boehner simply allows a vote on the emergency spending bill. Democrats argue that their 200 members in the House plus close to two dozen pragmatic Republicans would back a so-called clean bill, but the Speaker remains hamstrung by his tea party-strong GOP caucus.
"Let me issue him a friendly challenge. Put it on the floor Monday or Tuesday. I would bet there are the votes to pass it," said Sen. Chuck Schumer, D-N.Y.
In a series of Sunday television appearances, Lew said that while Treasury expects to have $30 billion of cash on hand on Oct. 17, that money will be quickly exhausted in paying incoming bills given that the government's payments can run up to $60 billion on a single day.
Treasury issued a report on Thursday detailing in stark terms what could happen if the government actually defaulted on its obligations to service the national debt.
"A default would be unprecedented and has the potential to be catastrophic," the Treasury report said. "Credit markets could freeze, the value of the dollar could plummet, U.S. interest rates could skyrocket, the negative spillovers could reverberate around the world."
Private economists generally agree that a default on the U.S. debt would be extremely harmful, especially if the impasse was not resolved quickly.
"If they don't pay on the debt, that would cost us for generations to come," said Mark Zandi, chief economist at Moody's Analytics. He said a debt default would be a "cataclysmic" event that would roil financial markets in the United States and around the world.
Zandi said that holders of U.S. Treasury bonds would demand higher interest rates which would cost the country hundreds of billions of dollars in higher interest payments in coming years on the national debt.

BILLY GRAHAM Vs. obama: Billy Graham Criticizes obama’s ‘Hope,’ Nation Faces ‘Sea of Immorality’
By Clash Daily
In an exclusive interview, the Rev. Billy Graham tells Newsmax that President Obama’s “hope and change” mantra is nothing more than a cliché and warns that the nation faces increasing threats to civil and religious liberties from its government.
Graham, who is preparing for possibly his last crusade, this time via video, said America is drenched in a “sea of immorality” and suggested that the second coming of Christ is “near.”
Graham, who turns 95 this month, and just published his book, “The Reason for My Hope: Salvation,” was asked whether he believes the government may be so large and powerful, in light of the pervasive collection and monitoring of digital communications, that it becomes an inherent threat to basic human liberties.
“Our early fathers led our nation according to biblical principles,” Graham wrote in response. “‘Hope and change’ has become a cliché in our nation, and it is daunting to think that any American could hope for change from what God has blessed,” he stated, an obvious reference to President Obama’s campaign motto.
“Our country is turning away from what has made it so great,” he continued, “but far greater than the government knowing our every move that could lead to losing our freedom to worship God publicly, is to know that God knows our every thought; he knows our hearts need transformation.”
Graham continues to share his message of God’s love, a message he has imparted faithfully for decades, despite faltering health in recent years.
He was hospitalized for pneumonia in 2011 and again last year due to a lung infection. He held his first crusade in September 1947, in Grand Rapids, Michigan. He would go on to present over 400 crusades in 185 countries. But in the United States, he has probably received the most media attention for his role as a spiritual adviser to many presidents.
To say Graham’s ministry has had a far-flung impact would be an understatement. His staff has estimated that Graham led some 3.2 million people to faith in Christ.
When he made Gallup’s top 10 list of Most Admired Men in January, it marked the 56th time he made the list since 1955 — more than anyone else.
But perhaps his greatest legacy will be the members of his own family who carry on the spiritual tradition he established in 1950 when he founded the Billy Graham Evangelistic Association (BGEA).
They include son Franklin Graham, president and CEO of the BGEA, and also the global Samaritan’s Purse charitable ministry.
