Modern Don Quixote confronts the crooked political machine of Miami Dade County in the state of Florida.

Mr. Lázaro R Gonzalez Chemist 65, graduated from the University of Havana, who also suffered the rigors of political imprisonment in Cuba for standing up to the communist dictatorship of Fidel Castro and as Medical Technologist dedicated to

health care and the life of the sick in the hospitals of the American nation for the past 22 years. Now is a candidate as a mayor of Miami Dade. Lázaro a man "of weapons to take" that last December 2009 led the first RECALL against the mayor of Miami Dade, one of the largest U.S. county, with nearly three million inhabitants. He began the campaign against Mayor Carlos Alvarez which was eventually dismissed from his position last March 15 by a vote of rejection of 88% of voters. The deposed Alvarez was accompanied on his fall by Commissioner Natacha Seijas, both were characterized by their ability to raise taxes, waste money and ruling capriciously back to the needs of citizens.

Lázaro dramatically demonstrated the effectiveness of the process against the political THE RECALL” and this has unnerved, not just Miami Dade and political scandal that has national outreach has impacted American countries like Mexico, Argentina and Colombia where they have interviewed him to learn more about the process to take its ossified political positions.

Lázaro is undoubtedly an innovator, is the only candidate who has written a plan for Miami Dade government when he be elected Mayor in the forthcoming elections in next May 24 called to order to cover the positions of mayor and commissioner, empty since last 15 March by the RECALL.
In this plan, he described as: Will lower taxes, reduce the size of county government, reduce the very high wages given by previous administrations, improve the poor police work in one of the most insecure areas of the nation, facilitating the industrialization and the creation of new business to increase the chances of more jobs, Stop the interference of unions in the work of county government, commissioners do work only for the county and cannot interfere with government business or preventing use of his friends to have best prices and service Requiring voter approval for large projects, require political access for voters to understand their needs directly, improve the systems in which citizens can criticize and challenge the rulers who do not meet their duties.
All politicians are in serious trouble no only at Miami Dade but if in every city, county, state and why not in the Congress.

"Total elimination of the causes of current problems or acceptance of historic "Judas" who will keep deceiving and embezzling resources of County residents?

In just 20 days voters will decide if another contaminated politician is elected, which will bring more of the same or if cleansing of the political system of government is continued with a new mayor with a real plan for improvement, respect for voters and a lot more decency.

During the past 14 years the Miami Dade County government of Florida has sunk like never before in abject shame: Immorality, waste, nepotism, incompetence, and embezzlement of resources. Absolute lack of control of federal funds, destruction of public transportation, public funds to build structures to enrich private companies (Marlins) and works of questionable need (Tunnel). Decline of public safety such as crime, drug use and trafficking, unemployment, home repossessions. This is one of the most insecure and poorest areas of all the U.S.A. These are the achievements of traditional politicians. Is this what voters want?

The Miami Dade County government observes unmoved as all this happens while they are busy raising taxes to the very poor while wasting tax payer’s money on luxury cars, gasoline, foreign travel, meals, pay increases to close friends who already enjoyed of the best salaries in the entire American nation. The cruelty of these people is endless. These are the same candidates that are being announced continuously and for free (eliminating the other candidates) by various media sources and they will be seen on the next ballot. "Will they vote for them?

The current candidates registered: They have been and are in politics for some time and have been guilty of acts or omissions of all the rubbish that have been done before. Have received large donations of money for political campaigns from business companies associated with these politicians and these "donors" or "investors" who expect to receive the benefits of their "donation" if they get to corner the power. "Follow the money" and you will know who these candidates will have to respond and pay the funds, with interest.

These candidates’ achievements: Hialeah is the poorest area of the county, with more foreclosures and with the lowest wages. Attempts to reduce the budget have led to worse consequences, including legal. Favoritism is far from over. Julio Robaina is the current mayor. What have he done? Work on the county commission is one of the worst that can be done. They have done everything possible to destroy the economy of Miami Dade. The commissioners were participants of all abuses that were presented to destroy the economy of the county and were approved; Carlos Giménez has been there for a long time. What have he done? Without a doubt, one of the greatest enemies to residents of Florida is the state legislature. Representative Marcelo Llorente was there 8 years. What did he do? Have the voters asked themselves why neither of these politicians, or any politician, have a detailed written plan in which they commit themselves and explain what they will do to solve the current problems? All politicians have an owner. It is necessary to look at who benefits directly or indirectly from the actions of any politician and it will be known who owns him. Now these same politicians "say" that they will end corruption. Who can they deceive?

Best alternative: Decent man, has never been involved in politics and has a written plan to implement improvements in Miami Dade to correct the problems that these same politicians have created, available to all who want to read it. This man is called Lazarus R González and it is requested to write his name on the ballot (Write-in-candidate). For those who really want to do things well: Lázaro is the man.

1 - The government is a business and must be handled with this concept where citizens are the main shareholders and have to receive maximum benefits. We will work to restore business and industry that provide jobs. The port and the airport must be generator of money. We have to make "The door of America”, a business center and opportunities in the world. We will introduce a bill to legalize gambling in Miami Dade. Not only Micosuki and a few others can benefit from the tourism industry. We will invite investors to do here the wonders t building large hotels and casinos like Las Vegas, to revive the construction, tourism, trade and hospitality. Create jobs. We plan invite here all the automobile industry to make here the first global auto industry propelled by hydrogen-powered engine. Our climate and geographical location allows excellent opportunities for anyone who accepts this investment. We will give better facilities to accept automaker. We will provide permits for the factory to be mounted here as quickly as possible on the condition that they create jobs with priority to residents of Miami Dade. They be awarded the contract to the company undertakes to give the most advantageous to the city and its inhabitants.
2 - We will deal directly with employee’s issues like wages, benefits, vacation, insurance, pensions, etc. We will propose legislation to eliminate the practice to discuss with the union the contracts.
3 - Promote and support a law in Florida against the abuse of real estate property taxes where we live. We consider several options: a-The 1% of property value on the date you purchased the property. b- Transfer to a sales tax.
4 - Reduce the size of Miami Dade County Government and its departments. Reassign and regroup administrative and management activities to improve service and remove duplicate functions positions. Delete all positions that have been created or granted in exchange for favors, kinship, cronyism, sex, or others, That is nepotism, it is illegal and not allow it.
5 - Reduce the County's budget. During the stage of the budget crisis it cannot be that big. Reduce what is not essential but maintain the services. The county budget has to be balanced mandatory. Without raising taxes, while the unemployment rate is above 5%.
6 - Reduce the salaries of county employees in stages starting salaries over $ 45,000. Those who earn more, the more reduction. Those who earn less, less reduction. The maximum salary in Miami-Dade County will be $ 171,000.00
7 – We will propose to convert the Pension Plan in a 401K. Minimum retirement age 65. Employed can have a one pension. No employee may be retired and come back to work in the county again.
8 - Remove all extra allowances or wage subsidies, such as travel, gasoline, cars, phones, meals, lap-tops, etc. No employee may take cars home after their work ended.
9 – We will create a section of the budget control and administration. The county mayor shall be responsible for all executive and administrative county government. County departments have to deal directly with suppliers. The tenders shall be public, open and direct. All businesses wishing to do so, can participate. We select the best quality at the best price. Eliminate the "vendors" and any expense or bad compromise.
10 - All County Departments will be controlled and audited frequently and without notice, by a specialist group from the mayor's office.
11 - Audit of all programs and Trusts. We will eliminate unnecessary or too costly and the one who provide privileged assistance or unnecessary.
12 - The government must protect citizens, not protect themselves. We propose to simplify any kind of referendum petition to improve or challenge the government as is the case of the recall making the necessary changes to the County Charter. A simple and easier system and just, that does not require notarized ballots to support a referendum and where they can sign each one up to 20 people, as it was before.
13 - We propose to include in the Charter of the County ": That all elected politics like Commissioners, Property appraisal chief and elected judges. Have only right to one re-election after the first elections. All elected officials in Miami Dade who have served in office less than 4 years are entitled to go for one reelection only once. Those who have served in office for over 4 years HAVE NO RIGHT TO BE REELECTED. We have to make a new redistribution and reductions of the district from 13 to 5, adjusting them so that every commissioner has roughly the same number of citizens. We will try to make all county elections coincide with presidential elections every 4 years to get as much citizen participation and not spend so much money.
14 - We propose salaried commissioners and make them full-time staff. Removing their allocation of $ 814.000 dollars annually to each commissioner without having to justify it spends. The commissioner cannot have a second Job. Only one office for each district. Commissioners may not have any economic activity that is linked directly or indirectly with the county during their time or after 10 years when finished their service..
15 - The commissioners will have free access, without restrictions or limitations on any information or elected official or any department of the Miami Dade County, including County Mayor within 48 hours after being requested. The press will have free access, unrestricted and unlimited access to any county official before 8 hours after being requested. Citizens have to have direct and personal access to speak with elected officials once a month in a public place for 8 hours.
16 - Expenditure on any investments must be approved by voters through a survey mechanism linked to the number of voters, so that any citizen cannot participate more than once, it will be created. Repairs, maintenance of roads, sewerage, bridges, drinking water and emergencies are exceptions.
17 - The county's remarkable people with great knowledge and experience will participate as advisors to the government. Create "Remarkable Volunteer Councils" in all different areas: Politics, Economy, Health, Social, Industry, Trade, Security, Employment, Environment, Administration, Transportation, Housing, etc.
18 - Safer Streets. Improving police service. Best practice and procedures. Encore more citizen’s participation.
19 - Care required of citizens and the press by politicians and officials. Mandatory access to politicians and officials to the citizens. Attention to the press within 8 hours of being requested. Citizens have to know and participate to approve of the projects.
20 - Will encourage individuals and organizations that deal with art and sport, to promote them. Music festivals have to be developing with American countries and the world. Promote cultural festivals from each country of South America and the Caribbean monthly to develop in the James L Night, Adrian Arsh Art Center, Miami Arena, etc. In sports we have to improve existing estadiums and make new ones in areas where none exist, to practice our athletes. Sport is an important part of overall development of young children and adults who can maintain and improve health, relieve stress, it is part of education. This will increase the number of jobs. Build more low-cost buildings for retirees and people with low incomes.
21 – All candidates for any position have to include their Government Plan for the position that he/she is candidate. That will be his/her compromise with the voters It will be a prerequisite that every candidate for any elective office shall be required to submit written in a clear and detailed "His commitment to the citizens" for the position they are candidate and if fail will be confronted in court for they breach of contract with voters. This "Commitment" shall be submitted at least one month before the election to the clerk of the courts to make legal document and also that voters have time to analyze it.
